The growing presence of home-sharing causes public concerns primarily regarding unfair competition from commercial hosts, neighborhood safety, and housing affordability. To address these concerns, an increasing number of municipalities have implemented various short-term rental regulations to promote citizen’s e-inclusion in the sharing economy by protecting non-professional hosts’ participation, addressing housing affordability challenges, and ensuring community safety. Prior literature has mainly focused on the societal impact of one type of short-term regulation. However, the joint impacts of these regulations and their temporal sequencing have received little attention. This study examines the joint effects of short-term rental regulations and develops a prescriptive analytics model to optimize the sequencing of regulations to mitigate the societal concerns.
