Digital Transformation Strategy Shift in an Intergovernmental Organization: Exploring the Role of Generative AI

The introduction of generative artificial intelligence (AI) has affected the ongoing digital transformation strategies (DTS) of diverse organizations, including intergovernmental ones (IGOs). Extant research suggests novel technologies, such as generative AI (GenAI), can lead to both transformational and iterative DTS changes; however, without considering the role of ongoing DTS. IGOs have been pursuing DTS for the past decades, but rarely engage in iterative changes due to legacy and public concerns. Therefore, we conducted a pilot interpretive case study to uncover the effect of GenAI on IGOs' ongoing DTS. Based on the analysis of four pilot interviews and internal DTS documentation, our preliminary findings purport that IGOs did not engage in grand changes to their DTS when GenAI affected their operations, but rather shifted their DTS paths. The new DTS paths appear to be structured through balancing exploration and exploitation, where the prior DTS plays both enabling and restricting roles.
