Sustainable Performance Measurement During Critical Events in Healthcare Systems – the Application of Temporal PROMETHEE II

Unprecedented challenges to healthcare systems worldwide are posed by critical events like the COVID-19 pandemic, which calls for a paradigm change in performance monitoring techniques to maintain sustainability. Conventional measures might not adequately represent the intricacy of the obstacles faced by the epidemic, necessitating a multifaceted strategy that considers all relevant variables. In this research, a novel Temporal PROMETHEE II (Temporal Preference Ranking Organization approach for Enrichment of Evaluation II) approach is presented. The theory behind this approach is that healthcare systems can create a comprehensive framework providing for the long-term sustainability by combining multiple dimensions and scores obtained over several periods into a single, unambiguous result. The Temporal PROMETHEE II method identified Austria, Germany, Belgium, Switzerland, Norway, and France as the leading countries in terms of healthcare resilience evaluation criteria. On the other hand, the worst-rated countries included Romania, Poland, Hungary, Bulgaria, and Sweden.
